Historic Context Statements and Surveys are planning tools for understanding, identifying, evaluating and protecting the City’s historical resources. Context Statements provide the foundation for successful survey work. They provide an analytical framework for identifying and evaluating resources by explaining the broad patterns of historical development of a community that are represented by the physical development and character of the built environment.

Historic Surveys are intended to identify potentially significant properties, provide information needed to make informed planning decisions, prioritize preservation goals and objectives, and increase the public’s understanding of and appreciation for the built environment. Conducting a Survey involves archival research, development of a historic context, field survey and recording of information.

The goal of the City of Coronado’s Historic Context Statement and Survey project is to develop these tools for use in the City’s Historic Preservation Program. Currently, the Coronado Municipal Code requires any structure in the City that is 75 or older to be reviewed for historic significance as a Historic Resource prior to demolition of any original features that are visible from the street right of way. This essentially results in any structure that is 75 or older being considered “potentially historic” and results in confusion regarding what type of development is allowed. Upon adoption of the completed Historic Context Statement and Survey, the number of “potentially historic” properties in the City would be narrowed down to only those properties identified in the Survey, providing clarity to the public and more certainty regarding whether a property may qualify as a Historic Resource.

The City has contracted with Dudek, an environmental planning firm based in Encinitas, to complete the Historic Context Statement and Survey project. Throughout that project, this webpage will be used to provide updates on status and opportunities for engagement.

The draft document is available for review on the City's website www.coronado.ca.us/preservation and on the Project Coronado page under Project Documents, as well as in print at City Hall and the Coronado Library.     NOTICE OF PUBLIC HEARING

    and

    NOTICE OF AVAILABILITY OF AN ENVIRONMENTAL IMPACT REPORT

    NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the City Council of the City of Coronado at the City Hall Council Chambers located at 1825 Strand Way, Coronado, California on Tuesday, December 3, 2024, at 4 p.m., or as soon thereafter as possible to consider certification of an Environmental Impact Report (EIR) for the following project:

    AMENDMENTS TO THE CITY OF CORONADO HISTORIC RESOURCE PRESERVATION PROGRAM

    The project would include future adoption of an ordinance amending Title 84 of the Coronado Municipal Code (CMC) and adoption of a Historic Context Statement and Historic Resources Inventory (hereinafter referred to as the Historic Property Survey), as directed by the City Council. Specifically, the project would update CMC Chapter 84.10, Historic Resource Code, to provide updated criteria for the City of Coronado’s (City’s) definition and determination of historical significance. Multiple sections of the Historic Resource Code could be revised to remove structures referred to in the Historic Resources Inventory as a Tier 3 property from further historic review.

    To inform the proposed Historic Resource Code amendments, a Historic Property Survey was prepared. The Historic Property Survey was focused on the City’s historic core and excludes Naval Air Station North Island, the U.S. Navy Amphibious Base, Port of San Diego property, state or federally owned property located within the City limits, and other sections of the City, such as the Coronado Cays. The Historic Property Survey evaluated properties under CMC Section 84.10.030, Criterion C to identify properties the historic architectural significance of properties within the City’s historic core based on CMC Section 84.10.030 Criterion C. In order for a resource to be considered historically significant under Criterion C, it must possess distinctive characteristics of an architectural style that have not been substantially altered (CMC Section 84.10.030(C)). The Historic Property Survey defined three tiers relative to whether a property may meet the Criterion C significance related to original architectural appearance, as follows:

    • Tier 1 - Unaltered or minimally altered from historic condition and potentially eligible for City designation under Criterion C.
    • Tier 2 - Recognizable as a particular architectural style but based on observation and/or construction history are more than “unaltered or minimally altered” from historic condition and do not appear to be eligible for historic designation under Criterion C.
    • Tier 3 - Substantially altered properties that retain little to no elements of a particular architectural style and, based on observation and/or construction history, are not eligible for historic designation under Criterion C.

    The project would exclude Tier 3 properties from future historical review process required by CMC Chapter 84.10. Since Criterion C has been used as the basis for determining historic significance in nearly all—90.2 percent—of the City’s Historic Designation determinations, by identifying structures that do not meet the Criterion C category and excluding these from future review, the project would streamline the historic review process by eliminating review for those Tier 3 structures that would not qualify under Criterion C and, therefore, not likely qualify as historically significant.

    Copies of the Environmental Impact Report are on file and may be reviewed at Coronado City Hall, Community Development Department, 1825 Strand Way, Coronado, CA 92118 and on the City website.

    Today, August 23, 2024, marks the beginning of a 45 day public review period, pursuant to the California Environmental Quality Act (CEQA), for a Program Environmental Impact Report (PEIR) which has been prepared for the Draft Historic Survey. During the public review period, the PEIR will be available for review on the City of Coronado’s (City’s) website at https://www.projectcoronado.org/citywide-historic-resource-survey, at City Hall, and at the Coronado Public Library.

    SCOPING MEETING: On Thursday, June 27, 2024 starting at 5:30 p.m., the City of Coronado Community Development Department will conduct a public scoping open house to solicit input and comments from public agencies and the general public on the proposed scope of the environmental analysis for the project. The Scoping Meeting will be held at the Winn Room, located at Coronado Public Library, 640 Orange Avenue, Coronado, California 92118. The meeting will run from 5:30 p.m. to 6:30 p.m. This meeting will be an open house format, and interested parties may drop in to obtain information about the project and submit written comments on the scope of the Focused EIR during the meeting. Representatives from the Community Development Department and the EIR consultant will be available to address questions regarding the EIR process.
