The Parker Pump Station Replacement Project is vital to the City of Coronado's current and future infrastructure and is the largest of 20 pump stations citywide. The City is investing $32 million to replace the existing, aging Parker Pump Station with a new pump station. This critical infrastructure, located at 8th Street and Coronado Avenue, is responsible for collecting stormwater and sanitary sewer flows. The new pump station will improve operational efficiency and resiliency of the system. An additional 6,000 square feet of green space will also be added for the neighborhood to enjoy.

SCHEDULE

Commissioning of the new station is anticipated to occur at the beginning of 2026. Once commissioning is completed, the old station will be partially removed with most of the underground structure to be abandoned in place. Subsequently, construction of the permanent generator enclosure, green space and other site work will take place and is anticipated to take approximately three months once commissioning is completed. Project completion is anticipated by second quarter of 2026.


PROJECT BACKGROUND

Located at Eighth Street at Coronado Avenue, the existing Parker Pump Station was constructed in 1983 and services both storm water and wastewater flows. The new Parker Pump Station will replace the current aging and failing station. The Parker Pump Station is a critical piece of infrastructure responsible for collecting storm water from 150 acres and discharging the flow to the North Beach outfall along with collecting sanitary sewer flows in the Country Club area and routing these flows to the sewer main along Alameda Boulevard.. The replacement project will completely rebuild the Parker Pump Station to provide service for generations and better protect the pump station from impacts from flooding and storm surge.

PROJECT DETAILS

  • Provide a permanent generator onsite to strengthen the reliability of the station during power outages.

  • Isolate the sanitary sewer and storm water underground structures to minimize the risk of comingled flows.

  • Construct all electrical components above ground and housed in a new Controls Building the eliminate the risk of compromising the equipment to flooding should a significant rain event occur.

  • Reconfiguration of the site to provide approximately 6,000 square feet of publicly accessible green space.

  • Relocation of all planned above-ground structures to approximately 75 feet behind the face of curb along Coronado Avenue.

  • Significantly reduce the need for a temporary, above-ground storm water and wastewater bypass system during construction by keeping the existing pump station operational throughout construction of the new station.

    Construction of the project is progressing inside the large excavation; the inside wall forms have been set for the new storm water wet well and now the reinforcement is being placed. The concrete pour for the walls is anticipated to take place in late January which will mark a significant project milestone.

    The project schedule has been updated and due to unanticipated procurement lead times for certain items, the revised project completion date has been extended to Spring 2025. The City and Filanc have collaborated in an effort to reduce the impacts to the schedule with looking at alternative suppliers, cost incentives, etc.; but labor shortages, along with a significant increase in demand for products have been experienced industry-wide which have resulted in lead times as long as 60 weeks for fabrication of some components. The City will continue to explore other avenues to expedite the materials in hopes to improve the completion date.

    In addition, the intersection closure will extend to Summer 2024. This extension is necessary to accommodate the revised project schedule and associated construction operation sequencing.

    The City contractor has poured the floor slab of the new storm water wet well and partially backfilled the large excavation to the top of the floor slab. Preparations are now taking place to install the wall forms of the structure with an anticipated concrete pour date in January.

    The contractor has completed the waterproofing on the exterior of the walls for the flowmeter vault and has formed the deck of the structure. Work continues to progress on installing new sections of 24-inch and 54-inch pipelines at the rear of the site. Work continued in the large excavation with placement of 3 feet of crushed rock and geotextile fabric; a waste slab was poured, and the bottom of the waterproofing material has been installed. In the coming weeks, the contractor will be placing the reinforcement for the floor slab.

    The City contractor is continuing work on the flowmeter vault, which is in the rear of the site with the concrete pour, for the walls that were finished last week. Crews are working to strip the formwork to allow for the installation of the waterproofing material prior to backfilling. The progress for the large excavation has slowed with additional shoring work; an additional 3-4 foot of excavation is needed for the contractor to move on to placing the materials for the foundation for the storm drain wet well structure.

    The construction on the new Parker Pump Station, located at Eighth Street and Coronado Avenue is progressing. This critical infrastructure is responsible for collecting stormwater and sanitary sewer flows.

    The City contractor continues to work on the excavation, where the storm drain wet well will be constructed. The third and final set of supports for the shoring is currently being installed. This will allow the crews the ability to excavate to the final elevation.

    Completed Activities

    • Shoring subcontractor mobilized and began sheet-pile installation
    • Significant progress seen on the East shoring wall after adjusting installation methods
    • Contractor utilizing a monitoring prism to record movement
    • Last set of sheets driven to the design depth on the South shoring wall
    • Excavation has reached a depth of 24 feet (bgs)below ground surface on both the South and North shoring walls to commence waler installation
    • Completed the first row of waler installation

    Upcoming Activities

    • Second set of waler installation began on June 13 and will continue throughout the following week
    • Excavation to a depth of 36 feet bgs and the third set of waler installation will follow
    • Stockpile management and soil export will continue over the next few weeks
    • Bypass piping installation is scheduled to begin in the later part next week

    The City’s contractor, Filanc, worked in conjunction with their subcontractor, Foundation Pile, as well as city personnel and the CM team to streamline the sheet pile installation process. Crews focused on laying out the perimeter for the new pump station and modifying construction methods to minimize the impact of the construction on the surrounding neighborhood. Foundation crews pre-drilled the perimeter of the remaining sheet pile install locations.

    This pre-active measure streamlined the driving of the sheet pile installation process, allowing greater ease of the sheet piles being driven resulting in a faster install process and minimizing noise to the neighborhood. Once predrilling activities were completed, sheet pile installation activities resumed on May 18 and the installation was completed on May 26. The project team appreciates the neighborhood’s patience and cooperation during this phase of work.

    Now that shoring installation is complete, Filanc will focus on excavating to the bottom of the subgrade which is expected to take approximately one month. Filanc will also be working towards installation of a bypass system that will allow for the existing storm water discharge pipes from the pump station to be taken temporarily off-line and allow for the construction of a new meter vault while still maintaining the ability to pump storm water flows.

    Shoring operations were placed on hold beginning April 28 (2023) due to concerns with the installation method. The City contractor, Filanc made adjustments to the procedure and this phase of work resumed on May 18 and is expected to be completed by May 26. Noise mitigation measures are in place; however, it will still be loud during this work.

    The City and Filanc understand this activity is impactful to the surrounding neighborhood and are working to complete this work as efficiently as possible. We want to thank the residents for their cooperation and patience and apologize for the inconveniences.

    The City contractor, Filanc, is currently making preparations to install the new underground pump station structures. The final step of preparations will be to install shoring for the excavation operation. During the shoring installation, the surrounding area will be impacted by the noise generated from the operation.

    Mitigation measures are in place which consist of sound reduction materials installed on the fence along the north and south property lines, however, noise levels will be elevated throughout the surrounding neighborhood during this phase.

    The work will consist of sheet pile installation using a vibratory hammer. Large heavy equipment has been mobilized for this work.

    Neighborhood Impacts

    • From April 18 to April 28, there will be a high level of noise and vibration, as a result of steel sheet pile driving and installation. A noise control plan is in place; however, please note - it will still be loud during those seven days.


    Hours of Operation for Shoring Installation
    Noise impacts will be limited to Monday-Friday between 7:00 am to 4:00 pm.



  • Project Status April 10, 2023

    Construction has continued past the rain events these past few weeks and has been focused on the Storm Drain and Meter Access Vault. This month, the contractor will concurrently begin the sheet-pile installation for the deeper underground structures.

    • Turned on dewatering pumps and began draw down around the Storm Drain and Meter Access Vault
    • Shoring box was prepped and installed around the storm drain force mains
    • Added additional precautions around the site to make everyone on site aware of the overhead utility safety hazard
    • BMP’s are an ongoing focus to minimize track out
    • Updated traffic control to increase visibility

    Upcoming activities

    • Sheet-pile installation will begin this week, aiming for Thursday, April 13.
    • Continuing to excavate to subgrade at the Storm Drain Access and Meter vault structure.
    • Major excavation and soil export will begin for the deep underground structures.
